In accordance with the license НР  No 0478-п, of  07.04.2008, which was granted  by National Council of Ukraine on Television and Radio Broadcasting Matters to  Ukrainian Digital Television Networks (UDTVN) company, from April 2009 the digital terrestrial broadcasting in test mode  has been started in Kyiv, Zhytomyr and Odessa regions in DVB-T standard in package of 10 TV programs with the use of  MPEG-4 H.264 AVC  compression standard   by   the transmitting facilities of UDTVN company and BRT Concern. 

In connection with that fact that broadcasters, the winners of the contest for frequency allotment of МХ-4, without regard for М2 channel, time and again have failed to feed the signal for transmission to provider, on 31 March 2009 the National Council approved the decision to grant a permission to UDTVN company, which has already the license of the operator of digital multiplex МХ-4, a permission to broadcast on a temporary basis the other channels.

Such channels as these become: "1+1";  Kultura;  Inter;  Megasport; М2;  KDTRC; MUSICBOX; TВi;  Humor TV;  NTN.

The segments of synchronous broadcasting network were built during 2007 - 2008.  Over the period of  late 2007  and  early 2008  at the expense of  state budget  the segments of two coverage zones of  single frequency synchronous broadcasting (SFN)  in Kyiv and Zhytomyr regions (18 and 17 coverage zones accordingly) were built by specialists of Kyiv and Zhytomyr branch offices of BRT Concern together with  Kvant-Efir enterprise.

In second mid of 2007, on a visit of the President of Ukraine to Odessa region it was proposed to ensure the implementation of digital television broadcasting in the South of Odessa region, which refers to 70 and 74 coverage zones.  Odessa Radio Television Transmitting Center of BRT Concern ensured the fulfillment of this task.  The network was built up at the expense of enterprise development cost.   

Thus, for the time being, the network is on the operation in the following way:

The Central station of multiplexing up to 10 TV program in MPEG-4 standard in Kyiv on the base of Scopus equipment with NMCS monitoring system, developed by Kvant-Efir s. p. e.  The Parameters of the stream are given in the table:

Kyiv region (coverage zone No 18) broadcasting  is realized on  51 TV  channel :
- 1,2 kW  transmitter                         10, Dorogozhytska St., Kyiv.

- 1 kW transmitter                             Ivankiv p.a., Boryspil area.
- 250 W transmitter                           20, Saperno-Slobidska St., Kyiv.

The delivery of TV programs to the transmitters in Ivankiv  populated area and Kalynivka village is realized with the help of  digital microwave link,  delivery to the transmitter, located at  20, Saperno - Slobidska St., Kyiv, is realized via optical fiber communication line.

Zhytomyr region (coverage zone No17) broadcasting is realized on 28 TV channel:
- 1 kW transmitter                              Kalynivka village, Kyiv region, Makarivskiy area.
- 1,2 kW transmitter                           Andriyivka village, Chernyakhivskiy area.
- 250 W transmitter                            102, Kyivs'ka St., Zhytomyr town.

The delivery of TV programs to the transmitters in Zhytomyr and  Andriyivka  p.a. is realized via optical fiber communication line.

Odessa region (coverage zone № 70) broadcasting is realized on 51 TV channel:

Odessa region (coverage zone No 74) broadcasting is realized on 59 TV channel:

Shaped multichannel digital packet, adapted to the transmission on IP-network, goes from IP-switchboard via optical fiber communication line to zonal multiplexing stations of Odessa regional radio television transmitting center.  In coverage zone No74 zonal multiplexing station is located on radio television transmitting center of Izmayil, and  in coverage zone No70  -  on radio television transmitting center of  Sarata.  The transport signal via IP- switchboard is feeding  to three multiplexers МХ-34 (upgraded for the transmission of IP stream) for feeding of transport signal via microwaves to the directions of  Izmayil - Reni - Bolgrad - Gorodne;  Izmayil - Suvorovo-Kamenske; Izmayil-Kiliya-Vilkovo in coverage zone No74  and  accordingly in coverage zone No70:  Sarata- Tarutino-Petrivsk;  Sarata -Uspenivka-Mykolayivka; Sarata- Shyroke.

All digital transmitters operate with parameters, which were chosen in accordance with the recommendations of Ukrainian State Radio Frequency Center s. e., namely:
- modulation - 64-QAM;
- FEC -  3/4;
- FFT - 8k;
- interference guard band - 1/4.
